He spoke to BBC Breakfast by his joy at the "unexpected" of honor.
"I received a letter from the Queen said kindly agreed to give me an OBE," he said.
He has written children's book series, Hank Zipzer, a dyslexic young protagonist.
The adventure is based on Winkler Zipzer own childhood struggles with school and subsequent bullying.
The author has visited the UK in schools was "one of his favorite things."
"I walk into the room and ask if anyone has problems at school and perhaps one or two people raise their hands. For the moment I read them, Hank Zipzer ... everyone wants to be dyslexic.
"We say goodbye just kissed. It is very touching."
British Ambassador Nigel Sheinwald Winkler presented the OBE at the ceremony at the Embassy.
Mr. Sheinwald said: "With [Winkler], thousands of young people as a model and inspiration to overcome their learning difficulties."
Winkler shot to fame playing Arthur Fonzarelli - man wearing a leather jacket, motorcycle, ladies, he was the epitome of "cool" - in the happy days that lasted more than a decade, in 1974.
The Queen makes the price of non-British nationals, after consultation with the British Foreign Office. It is not clear if it is a fan of the Fonz.
